Meet Brian A. Garges

Brian has been charged with Simple Assault and four counts of Endangering the Welfare of Children when a Parent/Guardian/other commits the offense.

Brian A. Garges is a business owner and serial entrepreneur in the Bradford, Pennsylvania area. You may have encountered him on the " B*tching about Bradford " group on Facebook. You may see his advertisements throughout the Internet. You might see him posting -- in broken English consisting of terrible grammar and spelling -- all over social media to steer your business his way. You may see others recommend his businesses.

He is the one-man-show behind these local businesses:

As of June 1st, 2023, Brian, through his wife as proxy, disputes Shroyers involvement with the business by resorting to the common tactic of "he never truly worked for us because we never gave him a W-2." Through their efforts to distance the clear employement relationship with similarly criminal individual to Brian himself, they indirectly admit to their continued violations of IRS code.

As of September 2021, U.S. businesses are required to provide tax documents such as a Form W-2 or a Form 1099 to their workers, depending on the employment relationship.

A Form W-2 is issued by employers for employees. It reports wages paid and taxes withheld, which the employee needs for their personal tax return. The IRS also requires that a copy of this form be sent to them.

A Form 1099 is issued for independent contractors and other non-employees. The most common version is the 1099-NEC (Nonemployee Compensation), which replaces the 1099-MISC for reporting non-employee compensation starting from 2020.

Here are the relevant codes:

  1. For W-2, refer to IRS Code Section 6051(a). This requires every employer engaged in a trade or business who pays remuneration for services performed by an employee to furnish to each such employee a written statement showing the information required by the code.
  2. For 1099-NEC, refer to IRS Code Section 6041(a). This requires all persons engaged in a trade or business and making payment in the course of the trade or business to another person to provide a return according to the forms or regulations prescribed by the Secretary.
Failure to provide these documents can lead to penalties. IRS Code Section penalties are found in sections 6721 and 6722. These can include a penalty for each instance of failure to provide a correct payee statement, with an upper limit on total penalties that can be higher for intentional disregard of the requirement to provide a correct payee statement.

In the instance where money changes hands for an employement relationship without proper tax reporting, regardless of "contract" or "W-2" being provided, Brian may violate these statutes. This analysis skips over the obvious labor law violations in the State of Pennsylvania and underscores his untrustworthy business practices.

So, what's the deal with this website? A word on Trust.

Brian's businesses are focused around computers, cellphones, and Internet connectivity -- as a whole, technology. Technology plays an important role in our lives. We use our technology to access our bank accounts, participate in social media, take pictures, converse publicly and privately, and store some of our most intimate information.

When we let others repair our technology or connect our computers to the Internet, they have access to all of that information. We place a large amount of trust in them to not abuse their access, look at our intimate information, log into our bank accounts, read our messages, copy our private pictures, save our login credentials or worse. Consider the wealth of information that you place on your electronics.

Most people do not think twice before handing their electronics containing precious personal information over to Brian. Often, people on social media take recommendations to send their devices to Brian. Many, in our town, are placing that extreme trust in the hands of this guy. How much do they know about the person with nearly unlimited access to their digital data?

Data compromises

On August 21st 2022, a local business by the name of "Bradford Electronics" stated in a Facebook post that they had obtained hard drives initially from an unnamed Bradford-local computer repair company (which we suspect to be Bradford PC):

Last week our company was given a large box of "Computer Hard Drives".
These drives were initially obtained from a local (Bradford) company that fancies itself as a computer repair shop.

None of these HDDs had been wiped and all data was still present. This included data such as sensitive tax information, private and confidential records, business information, emails, photos, etc.

As of 8-21-2022 all 104 HDDs have gone through data destruction that exceeds US Department of Defense compliance.

I will be personally contacting individuals who's data was compromised by this company.

Any unclaimed Hard Drives will be physically destroyed.

People can use the data on old hard drives to access your bank accounts, social accounts, direct messages, and other important sensitive data. Further, malicious actors could utilize tax and other financial data to steal identities, open credit lines, or worse.

Criminal history

Brian has racked up an impressive rap sheet with the Pennsylvania State Police and a litany of court cases spanning between Warren and Bradford. In a gist, he appears to have an issue with cruelty to animals, drinking and driving, driving after getting his license taken away, acting like a violent drunkard in public, harassment, and violating protective orders. A true class act!

Garges is charged with one count of simple assault on a 4-year-old child, who had been struck with an unknown object, which caused severe bruising on both buttocks, and was picked up by his neck with his feet dangling off the ground for some time, according to the complaint.

Business reviews

Screenshots from an old business name, "Warren Tech Group," demonstrate repeated dissatisfaction from area residents. Brian appears to change business names each time the community catches on to his activities.
One reviewer wrote:

Brian the owner doesn't pay his help and when questions about pay are brought up he blocks those people on facebook. Don't support his business. he's basically running slave labor. He owes everyone works for him a ton of money and he even owes some people thousands of dollars.

The Better Business Bureau has a "D+" rating for Bradford PC Repair . While it's not clear why others rated the business low, one review from 06/28/2022 reads:

I went through the business to get a computer and they offered financing so I went asked them to put a computer together for me I had a few parts I put in myself and the guy cheaped out on everything now I'm having issues with the computer no one at the business will talk with me over the phone through email or text messages I want things put right I am also being over charged on all the parts and labor

Submitted statements

Anonymous individuals state that they attended Bradford High School at the same time as Brian. They state that there was an incident involving inappropriate contact with a young female.

An anonymous woman states that when she was a teenager, an adult Brian constantly asked to date her or solicit pictures of an explicit nature. She stated that he would even offer bribes.
She is grateful nothing happened because "he always creeped me out."

An anonymous individual stated that they personally witnessed Brian inappropriately accessing the device of a young female who had previously had her computer repaired by Brian.

An anonymous individual states that they want to reiterate "what others have said about Brian being an absolute creep in high school." They vaguely remember him getting in trouble for something to do with inappropriate contact with a minor. They don't believe anything came of it. They further state that he would often be in trouble for his emotional outbursts. In the present day, they state that he has been going door-to-door to pitch his new Internet service, Keystone WISP. They would like everyone to know about this new scheme.

An anonymous individual provided disturbing screenshots from a conversation where Brian states that he will shoot himself and go on a homicide spree.

An anonymous former employee stated that Brian harbored racist and sexist attitudes alongside discriminatory behaviors. He would rack up debts with no intention of paying them back, with a significant amount left unpaid today. They state many employees are not paid agreed salaries, with many employees cutting their losses. They state business and investor money appeared to be embezzled into personal uses. Brian regularly has a set rate at Bradford PC Repair for $85 an hour, he backs this up by the quality of repairs, which is much to be desired, because the skill he brings into a shop are lucky if they get minimum wage.

An anonymous former employee stated that they were owed $1,463.72 for work that was never paid for in 2019. They ran 117 cables and installed 112 WiFi Access Points for a warehouse near York, PA. They stated that this was an entire month of work.
Brian would repeatedly state "there's no money" yet he would run two crews on the road all day, every day. The money was coming in, but Brian would embezzle it from the company to support his alcoholism.
At one point, Brian owed them $3,000 on top of thousands owed to others. Instead of paying anyone off, he would purchase booze, hookers, and thousands of dollars worth of phones. He would even pay a stripper $500 to sleep with him, but she took the money and left the shop.
The work crew would call him "fat ass" on account of his lack of involvement with the labor. Everyone else did the work, Brian collected all of the money.

Disturbingly, a reliable anonymous individual states that Brian and his wife would have what they call an "open-door" policy with regards to s*x. They would perform acts on each other anywhere in their house regardless of who currently occupied the space: including her children.
This statement is one of the most disturbing ones we've heard.

An anonymous former employee stated that Brian repeatedly failed to pay obligations to landlords and investors, usually packing up and leaving once the tab came forward. They state that Brian currently has large debts against him for prior rentals and investments. They warn landlords and investors not to do business with him, lest they lose their money.

An anonymous former employee states that Brian received a computer for upgrades along with money from a customer. After depositing the customer's money for the upgrades, Brian blew through all of the cash instantly. The remedy was to use parts from another employee's personal computer for the upgrade.

On or about March 14th, 2014, an anonymous female in Clarion, Pennsylvania stated as follows:

I want to warn ladies about a man by the name of Brian Garges. He's a woman beater & a pedifile. Be careful. Watch out. He likes to stalk too
Further, she states:
I'm married to a man that refuses to sign divorce papers & is a woman beater and hits on children. Watch out!
These statements led to the following conversation:

Brian: Stop f*cking slandering my name or i will see you in court.
Anon Female: I'm not slandering your name. Leave me alone
Brian: Delete ur status im not joking
Anon Female: Leave me alone
Brian: Delete the post then i wil leave u alone im filing a lawsuit against u for the defamation of character

Facebook statements

Anonymous states:

[...] yes I do know this and yes he is a scammer quite a few years ago my cousin took to laptops down to him to get them fixed, he called for 6 months straight and guess what they supposedly got lost, so yeah, I wouldn't trust this guy with my sick dog let alone my computer or internet. Now I'm done explaining to you what a rip-off he is.

Maybe it would also help if the owner wasn't in the bars asking people to come to bustys where his wife works and if any women would have a threesome with him and his wife because just yikes

Anonymous states:

Gave this kid a laptop to repair over a year ago, kept saying he couldn't fix it yet, I kept saying I could wait to pick it up and to take his time. However, he never got it back to me, and he technically owes me the 600$ he was going to charge me to fix it, as the laptop is easily worth that amount.

He's also a weirdo, just knowing him from high school.

Is there anybody taking action as far as class action? He got me and my new business for 2k. It may not seem like a lot but when your a new business expenses are at their highest. [facepalm, sad emojis]
Update: Since this individual spoke up, Brian, who has been complaining throughout our e-mail inbox about defamation, proceeded to actually defame this individual's business: "Since I spoke up about Brian stealing the 2k from me, he went to my business page on FB and posted over 20 times on several posts that I sell outdated product that I steal and have stolen property. Now THAT is defamation of character."

That garges kid spent his senior year in the library hiding from the rest of the school for reporting certain people to the police. I'm unsure if the accusations and if they were true or false but he made his senior year one for us all to remember... [facepalm emoji]

100% do not recommend this guy! He's ripped off and screwed people over more times than I can count!!

he's sexually assaulted me and pulled a loaded weapon out on me so I'd say yeah a lot of us are commenting out of experience
Further, they state:
he had me on and off for almost 10 yrs started right after my 18th birthday he was in jail and was in a halfway house in Erie and was trying to get pictures and date me try to offer to pay me to let him take nude photos of me

here's another thing, awhile back my wife was looking for an AC power cord for her pc. she looked at the walmart app and they were in stock all that week, then she went to the store and they were all gone the ONE day she decided to go. so she basically said that's weird, whatever i'll just call around and try to buy one from a computer shop around here. she called bradford pc not knowing their reputation or any shit like that, and brian answered and asked to send her a picture of the cord to make sure it was the right one. confused as to why he had to send her a picture because she literally told him what cord she wanted so obviously she knows what it looks like. anyway he sends her the picture. tell me why he had the AC cords from walmart, STILL IN THE WALMART PACKAGING and he was trying to sell it to her for $20. he bought them for $7. she hung up on his ass lol

he held a gun to my head about a year ago when i walked out of an establishment and he was let out the next day and kept his gun. He said (high on meth btw) "I work for the feds I'm trying to save you, they know what you have in there" Mind you I drank a maybe 3 beers and smoke marijuana and he just admitted to smoking 3,000 dollar of meth in the past 2 weeks. Told the cops that and nothing happened.

Conclusion

We are not out to "get" Brian or to "defame" his "character," whatever character he might have. We are here to provide a warning about a small-town computer technician handling the data of dozens of residents.

Given all that we know:

Would you trust a man with this sketchy background with your devices?
With your data?
With your kids' data?
With anyone's data?

Would you trust a man with a history of running with peoples' money with your investment?
With your leased commercial spaces?
With your time and energy?

We assert no, you shouldn't.

Are you a Keystone WISP customer?

When your Internet connectivity starts becoming flakey or cut off entirely, you can recover your money using small claims at the Bradford Magistrate Court. Please inform the FCC of any connectivity issues, bad business practices, or lost money using the Consumer Complaint Center .

For example, because of improper grounding equipment, the main communications tower for the ISP was almost completely obliterated by a lightning strike, causing severe outages.

Do you know Brian?

We are interested in building a case against the man named in this document. Far too many people have been exploited by him, whether it's landlords, employees, or investors. He has continuously ripped-off those people, leaving a trail of damages. Our intention is to warn others away from make the same mistakes by placing their trust in him.

Does Brian owe you money?

You're not alone. In fact, as Brian himself would admit, he owes a lot of people a lot of money. We estimate tens of thousands across the board.

Depending on the venue of any incident involving money, you will need to file a small claims suit at a Magistrate Court. We recommend District Justice 48-1-01, headed by Honorable Judge Dominic Cercone. Compile all evidence of the incident and name Brian and any of his relevant companies involved.

Since he has no traditional income and hides his assets in businesses, he believes himself to be immune from ever paying for his treachery against others. He often boasts that he hasn't paid any judgments yet. We're happy to shatter his illusion of safety from prosecution. The successful party to a small claims suit may provide a sheriff with a "Writ of Execution" to seize assets as necessary to pay judgments:

Keystone WISP eviction

On November 21st, Keystone WISP posted an update indicating they are in the process "off" relocating their downtown tower.
Of course, what Brian fails to tell his customers is that Judge Cercone granted the owner of the structure an eviction order. It's unclear as to why, but given other circumstances around Keystone WISP, it's reasonable to speculate this was for non-payment.

At the same time, Brian has indicated Bradford PC will be closed down. We can take solace in the fact that no other customers will be swindled for Walmart electronics or have their data reviewed by a pretty sketchy guy.
